Take steps now to  resolve   these issues. Neither of them will excuse IEP implementation  delays   in the eyes of hearing officers and the courts. "Once you hold that   annual IEP meeting and agree to services, you need to make sure those   services are in place when school starts," says Susan Thomas, director   of programs for students with disabilities for Berkeley County (S.C.)
